About the "Observatorio"
Who we are

The Observatorio de Internet emerges as an initiative from the Spanish Agency for Consumer Affairs, Food Safety and Nutrition to protect online consumers and deals with the need to support the consumer, fight fraud and encourage responsible consumption on the Net.

As part of the General Subdivision of Coordination, Quality and Cooperation in Consumer Affairs of the Spanish Agency for Consumer Affairs, Food Safety and Nutrition, we promote a safer use of Internet and provide the user with greater protection through security guidelines and training conferences. The ‘Observatorio de Internet’ is the public organization of the General State Administration that, in accordance with the section 51 of the Spanish Constitution and the Revised Text of the General Law for the Protection of Consumers and Users, promotes and fosters the rights of the e-consumers.

The section 51 of the Spanish Constitution states:

  • The public authorities shall guarantee the protection of consumers and users and shall, by means of effective measures, safeguard their safety, health and legitimate economic interests.
  • The public authorities shall promote the information and education of consumers and users, foster their organizations, and hear them on those matters affecting their members, under the terms established by law.
  • Within the framework of the provisions of the foregoing paragraphs, the law shall regulate domestic trade and the system of licensing commercial products.

The General Subdivision of Coordination, Quality and Cooperation in Consumer Affairs of the Spanish Agency for Consumer Affairs, Food Safety and Nutrition is entrusted with the following functions:

  • Technical support to the consumption inspection services of other public administrations, as well as the development of the tasks concerning the smooth functioning of the market for the protection of the consumers.
  • Control and monitor the Research and Quality Control Center in the testing, analysis and trials about the quality and security of the goods and services as well as training the technical staff.
  • Maintain dialogue with all economical sectors to promote good practice and transparency on their relationship with consumers.
  • Promote education and training for consumers and users.
  • Promote and conduct surveys and studies regarding consumption.
  • Prepare the preliminary draft budget and annual report regarding the activities that take place in the Spanish Agency for Consumer Affairs, Food Safety and Nutrition.
